Why does ebay control shipping costs, if it costs $2.00 to ship something then why charge $52.00, I need to know.....

I was referring to a us seller 1 pokemon card $52 shipping this is from sell..... Dear 409cam,The card is set to ship via Ebay's Global Shipping Program. We have no control over the shipping rates they charge.
