How do i get the refund if i pay 64 and the seller only received 43? Where is the difference?

I dont get it. The seller didnt receive the money i send (40 item 15.39 shipping 8, 40 international fees) he get 43 and a wrong adress in the states when i live in quebec for 30 years... where is the 20 missing?
