How do I set my account to "seller is away" ????

Hi I have set up a multiple item discount ,$1 per extra. It's not working ?

HiI'm trying to put up a discount for multiple item orders . For a $1 more per item. However it's not working ? I've had to refund the overage ! What am I doing wrong ???
