Seller is charging shipping twice...is this correct?

I recently purchased an item from a seller in the US who is participating in the GSP. I noticed today in my PayPal account that the item had 2 shipping charges...one from the seller and one for the GSP. Is he allowed to do this???

Can I retract an offer to accept the previous counter offer

why are the listings on ebay.ca and ebay.com different

I am doing a search for a specific product. Why do I get different numbers of listings from ebay.com than I do for ebay.ca?
