If a bid is won, the seller relists the item and keeps my money is that breaking eBay policy?

Just won a bid on Roman helm for 18.99 us and hear nothing from this seller yet and relists my helm again for 72.00, is that good selling and what I can do to have this seller investigate for fraudulent activity. Kevin
