I am curious to know how many sellers have put their stores on vacation
mode because they are unable to block US buyers from the .com site? To
move the listings to .ca would be an onerous one by one relisting
process.
Have you tried to message the buyer to ask for their address in English
to complete the shipping label. You never know what may get lost in the
translation using a tool.
