I haven't ever had that situation but I would think that you could use an eBay coupon. The seller isn't going to be reimbursing you for the coupon, Ebay will be.

Everything you ordered or accepted should be in your cart before you make payment.
If the price was lowered then it should show the price in your cart.
You enter the code and apply it and see the total price to make sure it is discounted to the right price before you submit to make your payment.
