Why am I being charged for an item that I only asked to exchange for another item of the same `kind'

I ordered seat belt extenders for our '2010 van...was directed to 2009, and mistakenly ordered those. When I realized my mistake , I wrote a note to have them exchanged, and was notified that the 2009 would fit our vehicle...which they do. Now I am being charged for the 2010 seat belt extenders , which I I felt that I did not order because I asked for the exchange within the allotted time.The price for them was the same...why then am I being charged when the shipment was paid through paypal ??

Did you return (with Delivery Confirmation) the unwanted item?

If you did not, the seller undoubtedly believes that a second set of belts is a new order, requiring a new payment.

 

If you did, the invoice may be for shipping only, especially if the item is being sent from the USA under the Global Shipping Program.

 

That fee would be made up of the duty and tax on the replacement item plus a service fee to PitneyBowes, who run the program.
