EBay return. Untrustworthy seller

I recently purchased a box of items, but when it arrived it was missing part of what I ordered and some of the items were damaged. I opened a return request and the seller accepted it. I have now been waiting for the seller to create a shipping label, but they have not done so yet. I contacted the seller about this asking if they were able to make a label yet and they said that they won’t pay for the return shipping. He then proceeded to say not to order from him again and that I was being blocked. I’m almost at the deadline where I can ask eBay to step in. From my understanding they will make them send me a label or eBay will pay for one and deduct it from them. I have no problem returning the item, but my concern now is what if the seller is dishonest when the return arrives and tries to claim I didn’t send everything back? Or some other excuse? I have taken pictures of the package being repacked as I received it. What’s others people experience with this? Should I be doing anything differently?

Escalate the return with eBay, get that return label, return the things, and don't worry about what may or may not happen unless it actually does happen.

It's extremely unlikely that eBay will take the seller's word over yours.
