How to get seller to ship item

It has been over a week and the seller still has not posted shipping information for an item I bought.  I have sent the seller multiple messages requesting tracking information.  Finally I just asked seller to cancel the transaction.  I have had no reply to any of my messages to this seller.  How do I get the seller's attention to ship this item.  This seller has good feedback.  Ebay said I have to wait a month to file a case. Not sure what to do.

Unfortunately, nobody can "make" a seller ship an item no more than one can "make" a buyer pay for an item they've supposedly committed to purchase.

The listing has an estimated delivery date range on it.  It doesn't really matter what happens--or doesn't happen--between the time you commit to purchase and those dates.  You just have to wait for your item to arrive.  If it doesn't, then you file an Item Not Received Request through eBay and go through the process of getting a refund.  I appreciate that this is very frustrating on your end, but you do have to wait this out.  Bombing a seller with messages rarely accomplishes anything.  You mentioned that the seller has "good feedback" but is it recent feedback?  Has that seller been selling a lot recently?

In addition to eBay's Money Back Guarantee  (MBG), you are covered by Paypal's Buyer Protection, which started on Payment and runs for 180 days.

The strongest protection against internet fraud is to pay with a payment processor like PP and back it with a credit card.

This allows you access to the MBG, PP's protection and the chargeback feature of your card.

If the seller is not responding, open a PP dispute in their Resolution Centre, which is at the top of your PP account page under activities.
If he does not supply the tracking number for the shipment, you will be refunded.

Note however- if you use PP to dispute a transaction, you cannot use the MBG if you open the PP dispute. Similarly, if you start with a chargeback, you cannot use Buyer Protection.

And did you specifically pay for shipping with tracking? Is it possible this item can be sent lettermail - as in no tracking....

Did you already leave negative feedback for the seller?  I see that seller didn't set up their listing for shipping to Canada.  Did you make sure that the seller would ship the doll to Canada before you made your offer?   Your payment may not have included an amount for shipping to Canada.
