EBay has a Money Back Guarantee good for 30 days from delivery.

PP has a Buyer Protection program good for 180 days from payment.

Your credit card has a chargeback program for unsatisfactory transactions.

Which of these solutions failed you?

I think PP is now 180 days from payment OR 30 days after confirmed delivery, whichever is shorter (for INADs). It's 180 still for INRs.
