I purchased an item from a seller in China and it arrived damaged. In a case where a item is damaged, the seller would accept returns but I have to pay shipping. I paid $20 for the item and the shipping was free but to return the same item for refund or exchange would cost me quite a bit more than what I paid for the item. I have made contact with the seller but it seems that the problem could not be solved. They offered partial refund but I still have a damaged unusable item. Is it best to forget about getting this problem solved and take my loss? The seller pefer for me not to open a case on this purchase and neither do I.

Take the offer. And if the seller does actually follow through with the partial refund, leave positive feedback.
This would not be my response for a North American or European seller, but frankly, there are so manysketchey Chinese sellers reported here that when we hear of one that does the right thing, it is worth rewarding him.
Many overseas sellers would offer a 'replacement' which would either never arrive or arrive after your deadline for a Paypal dispute passes. And may be no better than the first.

Free Shipping means only that the cost of shipping was included in the asking price. If the seller paid $5 to ship then your actual purchase price was $15 + $5 shipping.
It's a sales gimmick and very popular with buyers, like BOGO or We Pay the Sales Tax sales.
