Seller overcharging for shipping, made me pay 15$ for it but send the package with a 1.94$ stamp.

I recently won an auction with  15$ shipping price for a small collectible, I was expecting a Tracking number and all at that price point, but this time I received  as a regular enveloppe with a 1.94$ stamp. I'm feeling ripped off.  Can I ask for a partial refund or do I need to contact ebay directly?

eBay generally doesn’t get involved with shipping cost disputes. You and the seller will have to work this out yourselves.

As Economy, but still 15$ for a true cost of 3$.

If a specific shipping method was not stated in the listing, you may not have much of a leg to stand on. Your seller may have felt that the service of shipping the item to you was worth $15 and charged you accordingly. Send a polite message to the seller and ask if they made a mistake.

"Economy" is not a service. It is a delivery time estimate at best. It is often used when the buyer and seller are in different countries.
