Seller didn't refund me as we negotiated. I opened the claim and now he demand to close this claim. He said, he couldn't refund me, because his account was hold by Paypal. He demand to close claim and after that he'll refund me all.
Is his action correct? What I need to do in such situation?
Do as karl says and escalate to a claim. Cease communication. Once placed in PayPal's hands seller has the option to refund or PP will.
