Bidder is located outside of my shipping destinations, but has won.

Hello,

I am from Canada, and my shipping was listed as Canada only. An ebayer bidded on my item, and wants me to ship it to the USA. I do not want to ship to this seller, as he did not listing to my shipping preferences. Can I just ignore him and contact the next highest bidder who lives in Canada?

Cancel his bid, before the auction ends and add him to your Blocked Bidder List.

Then go to your Seller Preferences, and block all bids from every country but Canada. This will not affect your current listings, but will kick in on unsold listings which are relisted as Sell Similar.

If you list in Canadian dollars, US sellers will mostly ignore your listings, if they ever see them. But don't count on it.
