They made an offer, and I accepted. They then messaged me and asked to cancel. I'm worried that if I send a cancellation request they will decline it..

No.
If you haven't sent the cancellation request, send a unpaid item dispute 4 days after end of sale instead. They shouldn't have made the offer if they had no intentions of paying.
Add them to our blocked bidders list.
You can't make an omlette without breaking eggs.
Sometimes you have to believe that your customer is actually telling you exactly what he intends to do.
If the bidder accepts the Cancellation, you're fine.
If he ignores the Cancellation, it will cancel itself eventually, and you're fine.
If he declines the Cancellation, but does not pay, you have to wait longer, but if he does not pay after 45 days (uuggh!) , you can relist and you're fine.
If he declines the Cancellation and pays, take the money and ship. You're fine.
