On the whole eBay Canada is slow off the mark. The opening community page still refers to Canada Post rotating strikes.
This was posted to ebay announcements Dec 5. The rates discount got applied appropriately. The part about the 250 gram change never got updated.

Expedited Lite updates
In addition to the updated weight bands for all other Canada Post services on eBay, Expedited Lite - the specialized service for lightweight, domestic shipping- has been updated. The maximum weight for Expedited Lite has been updated to 250 grams, and new, more granular rates based on location applied.
Please note: due to a technical error, some sellers may have seen incorrectly high rates for select Canada Post services this week. eBay is addressing this issue and will issue automated credits for sellers impacted by these rates over the next 2-3 weeks.
