Some hotwheels are very thin. It's possible some really do meet the 2cm size limit even if most do not. It's also possible they're just sending them lettermail anyway and hoping they get through. If they're small and light enough and are put in the box rather than being handed in over the counter, the workers may be too busy to bother checking them.
There are a couple of companies that I know of, one in the GTA another near Van that sell mini mailer boxes in assorted sizes. They will pass through a 2 cm slot. According to their FAQ they are acceptable for mailing in Canada. I know 1 seller who uses regularly for smaller pins and LV jewelry items. A suggestion is to wrap in tyvec material and label then stamp. Drop in a red mail box and good to go. Random clerks will question if they try to process that way. My clerk the other day tried to add expedited to a 1 cm envelop. It was already stamped. I had to Nay Nay them!!!
