You cannot call directly, but you can request a call back from eBay if you are in North America:

If you have a general question that does not involve account details, you can try asking a question here or on one of the other discussion boards. Lots of experienced users can offer advice and suggestions.
eburtonlab has left you some great links! I just used customer service myself a few minutes ago since I could no longer see the eBay Bucks link on my summary page. I talked to someone with the Live Chat (which you get from the customer service link), in my case she told me I can no longer see it on .ca only .com and she was right, there it was. The beauty of the Live Chat is that they immediately email you a copy/transcript of the conversation so you can have it forever more if need be. I recommend the Live Chat for that reason.

The phone reps don't work for eBay but for a sub-contractor based in Utah. They are undertrained, have little or no authority, and basically want to fill their daily quota and get a pee break. They will agree with anything to get you off the phone.
EBay employees cover the three social media Chats (terrible word- rebooting a computer) that you have been given.
They are well trained, have some authority and give you a transcript so you can review and see if what you were told matches what you think you were told.
And if you are wrong, they will disagree with you.
You can also get some advice from your fellow members here on the Boards. Be prepared to be told the truth from several viewpoints.
