So I recently started my eBay business and I was only able to put 9 items and less than $1000 worth of items on my store before it cut me off and wouldn't let me list another item even though I still had room for 1 more listing (10) and it would have been under $1000. And now I have removed all my listing so I can list better items and now I have 0 listings but it still won't let me list any items because of my seller limit being 10 even though I have 0 listings right now.

If you had ended all your listings on July 31, your August would have started with a clean slate of zero listings.
But since you ended all your listings August 1 that may be where the problem lies -- sometimes it takes a day or two before eBay computers catch up to changes.

If you are still hitting the limit August 3 with no active listings, you will need to contact Seller support to see what's going on.

All new sellers have restrictions on the number and value of their listings.
You could have 10 listings OR $1000 in value.
If you listed ten $100 items, you hit your restriction.
If you list one $1000 item, you hit the restriction.
If you listed nine $111 items, you hit the restriction.
As a new seller, it is a good idea to take your time.
Do some buying* while you wait for your next 30 day period to roll in.
Use those purchases to build your feedback.
Since you only joined on July 24 and there are no listings showing now, you may have made the newbie error of using the dying Auction listings.
Less than 15% of listings are Auctions. And they only last for seven days.
Next month go for Fixed Price listings. They last for 30 days for the same price. More eyeballs.
