Sent my first package through the hub to Germany. Buyer recieved a notice the next day that it had been delivered. Sent me a frantic message as they had NOT recieved it. I assured them it was still on the way and had just arrived at the shipping hub. They have been given no information from the shipping hub as to tracking to them, approximate dates of arrival or anyone to contact for info, and are asking me these questions.
I've been trying to get some info from the ebay hub but no luck so far. WHO is in charge of the hub and where do we get contact info for it???
(I'm not a new ebay seller, been selling since the days we had to be paid with a personal cheque sent through the mail!!)
The only thing that really matters for any eBay shipment is the last estimated date for delivery as stated on the listing page and any communication the buyer may receive. What happens or what doesn't happen between the time that the buyer pays and that date is pretty much immaterial. The value of tracking has been oversold to buyers, in my opinion. It gives the illusion of control over the shipment, and when the buyer realizes that they don't have control, they may freak out, as your buyer seems to be.
I realize there's probably not a delicate or tactful way to put all that to the buyer. Let them know (they may not) that eBay International Shipping is a new thing for eBay Canada and there may still be some bugs in the system. Remind them that there was a delivery date range in the listing and eBay can't do anything for them until after the last date. The shipment is eBay's responsibility now, not yours, and if you find out anything more about the package's progress, you'll let them know.
You could try using your tracking number on the Parcelsapp site to see if it's going to link to the tracking information for the next leg of the shipment. Look for information on the side of the screen that gives carrier information.

EDITED TO ADD: To actually answer your question, if the Canadian eIS hub works in a similar manner to the US one, there's no way to contact it directly. You may want to try contacting customer service through online chat or the social media links on the desktop version of the site at the bottom of most eBay pages, but they may not be able to tell you much more than what you already know. What's the address of the hub, anyway?
I've only purchased a very small handful of items handled by the US version of eIS, @oldhousejunk, but I'd imagine it would work pretty much the same way for the Canadian version. I received emails or messages that were pretty clear (to me) that the item's transit had a few stages to go through and that the first "delivery" was to the eIS hub. Perhaps your buyer misread that information or they're missing seeing the emails/messages entirely. Or maybe they aren't going through at all.
It's not updated for Canada (ie: 'US domestic shipping hub') but for explaining/assuring the buyer, the FAQ section explains how there will be a second tracking number added after they receive it at the hub and process it.

You can follow your package online all the way to your shipping address when we upload tracking information. You will see 2 tracking numbers because the item will be shipped via two shipments. First, it will be shipped from the seller to the US domestic shipping hub (first tracking number). Upon receiving the item, eBay will manage the shipment directly to your shipping address (second tracking number).

I still see that questionable "Delivered to individual" note when the parcel is given to the eIS plant at Carol Stream.
There's another panic inducing bit of jargon.
They seem to mean "we handed it over to a human being who signed for it and did not leave it on the loading dock in the rain."
But it sounds like they gave it to some rando in a small town no one has ever heard of.
May I ask you what was a shipping cost comparable to CP prices ? Thank you
