It is absolutely efficient, useful and easier to manage listings or items when using the recent multi-items listing.
The style was there before but eBay expanded it to more categories in mid of this year 2021 .
What we see as an issue and have to deal with Buyers when the situation arrives, is the fact that setting a fix amount of shipping fee for a single item is fine, additional item shipping fee is fine BUT when it comes the time a buyer purchases enough quantities of a product and makes the package size, thicker, larger & surely total passes $40 ...
Like all other Great Sellers out there trying every day to keep eBay platform solid, healthy and free of trouble; they also like to protect their sale, the items purchsed while providing a secure and guaranteed delivery for a piece of mind to the buyers.
Here is the problem for the shipping,
As soon as the total becomes serious and package needs to be fully tracked, the shipping system can NOT be adjusted pricewise in order to charge the proper tracking shipping fee. We shall consider the fact that eBay kind of obliges buyers to checkout & pay right away, thus as a Seller we don't even get the chance to revise the invoice accordingly.
We suggest an additional option to the shipping section where we can adjust it by the total price of the purchase & assign a tracking fee to be applied...

I think what you are saying is that your shipping charge covers the cost of shipping up to X items, but over that is too low to allow for tracking.
As a seller, I would be weighing risks. (I sell in very low risk categories).
Does my profit on the X+ items allow me to absorb the higher cost of tracking the more valuable package?
How often do I sell X+ items ?
Should I add a handling charge ? Should I up the Flat* Fee I charge for shipping?
Is it worth selling 99c items at all?
*Flat Fees includes Free Shipping. In the latter case, a flat cost for shipping is factored into the asking price.
