I am trying to make a listing in which the buyer pays the cost of shipping directly. I want to ship to Canada and the USA. I haven't listed anything since eBay took over their own shipping from Shippo and I'm finding it confusing. I'm creating my listing and choose "buyer pays" under shipping and only the domestic shipping options are available. I chose Regular Parcel. I then go to add international shipping and the only choices are Canada Post Lettermail, UPS, or Fedex. I've entered my dimentions for the Canadian shipping and that seems fine. I should be able to choose Canada Post Expedited - USA.
I've seen a couple questions about it, but can't find an answer. Has anyone found a way around this?

I'm not familiar with the page that you are using. It must be from the simple listing form which I haven't seen. I definitely haven't seen a shipping section that gives an option only for USA letter post so I'm not sure what to suggest.
I don't know if this is the problem but if those dimensions are correct 91.4cm x 7.6cm x 7.6cm are correct, that must be a mailing tube? I don't anything about mailing those either. The minimum measurements for US and Canada parcel are different but in this case your measurements do appear to meet the minimums for mailing tubes in both countries. But they don't meet the minimum for expedited parcel US so perhaps that's the problem?? Normally the problem doesn't show up until after the seller has listed but perhaps the page you are using is different. I'm just guessing here.
I'll post the links for both the min and max measurements for the different Canadian and US services so that you can see if changing measurements helps at all. Keep in mind that all 3 measurements have to be at least the minimum shown on the charts.
Perhaps @ypdc_dennis or someone else will be able to help.
Thanks! I was just messing around with the parcel size and that is exactly the problem! It is a poster tube that I would be mailing that is 32"x3", which is not within the acceptable dimensions of length + girth. I was trying to use the poster tubes I have on hand, but I'll have to buy 24" ones instead. The Canada Post website didn't give me any kind of warning when I put the dimensions in.

Unfortunately there is no available option to ship shipping tubes with eBay Labels or Shippo. That can only be done at CP or a depot. There is a surcharge for that service. You can add to your handling charge if you are can shipp from CP.
It's similar to insurance. Free insurance is up to 100.00 The only way to increase amount(when you process package) is if item sells for a greater amount and you upgrade then. (Note: Shippo additional insurance is 3rd party). Unsure with ebay labels.

Are you using the Simplified Sell Your Item Form still?
That could be the problem.
On the right side of the page where it says Create Listing, is there a link for Customize?
That could take you to the Business/Advanced form which is much more comprehensive and useful.
Also, you don't have to stick with the eBay shipping.
You can go directly to the Shippo, or Paypal, or SnapShip, website and make your label there. Then back to eBay and enter the tracking number.
You can also mark an untracked item as Shipped manually.
Should we assume that you already have a Solutions for Small Business account? Get one for the discounts- and for Expedited which requires it.

I'm surprised at having LetterMail available since it is not trackable and since you cannot buy a shipping label for LetterMail.
For tubes you pretty well have to use the Canada Post site, but you get the same discounts with your SfSB number.

The biggest problem with SnapShip is that you have to enter the address manually and charge the label to your credit card.
