So a buyer used buy it now option on an item I had going as an auction, but I haven't received payment in two days. I sent the buyer multiple messages but haven't heard back. I guess the next option would be to cancel the transaction because I only have a short window of opportunity to sell and don't want to go through the lengthy process of unpaid items claim which I don't think will do anything anyways.
My question is - if I initiate the cancel transaction, can i get my final value fee back? Or do i have to get the buyer to initiate it? Thanks.
Non payers should get unpaid item strikes and be added to block bidders lists. The need for transaction cancellations should be rare and only occur if seller has done something wrong.

In two days? That can be considered harassment. You don't need to send any reminders.
Did you send an invoice? If so, that is all you need until 4 days after end of sale. If no payment by then, file the unpaid item dispute.
There is no guarantee a person who failed to pay will be nice enough to accept a transaction cancellation. If a buyer declines, you do not get your final value fee credit. File unpaid item disputes instead of cancellations.

Not filing cost you money if buyer doesn't agree to a cancellation. Filing a dispute gives the buyer an unpaid item strike. Two of them in 12 months gets them blocked from bidding on most items. Too many sellers are allowing deadbeats to get away with not paying which allows them to not pay the next seller.
Oh you may think filing disputes and giving strikes don't do anything, well I can tell you for sure that buyers come here whining and complaining when they discover they can't bid because they got at least 2 unpaid item strikes. Not giving the strikes is the wrong thing to do. Giving the strikes keeps the deadbeat from reeking further havoc on unsuspecting sellers.
Set your buyer requirements in My Ebay, Account, Site Preferences, Buyer Requirements, Show, Edit to block bidders with 2 or more unpaid item disputes in the past 12 months, with 4 or more policy violations in the past 6 months, who have feedback of -1 or less, who live in countries you do not ship to or who do not have a paypal account. You can also manually add a user to your blocked bidders list. Add all non payers to your blocked bidders list.

This is mail order and the postal service can easily take three weeks to deliver within North America.
EBay does not offer much protection for sellers of digital products which can be delivered electronically and instantly.
From a customer service point of view, multiple emails are not useful and only upset your ulcer. EBay sent a notice when the bidder won. Many sellers will follow up with their own invoice and note. And most sellers will send a polite reminder three to seven days after the end of the listing.
Anything more is very likely to have a deleterious effect on your feedback and Detailed Seller Ratings, without increasing the chances of payment.
You can't cancel transaction without buyer agreement.

Two days is not very long. If the buyer has zero balance in their paypal account, and have to transfer funds to make payment, it takes up to 4 days. If you set up your selling preferences you can send a unpaid notice after 4 days, and that usually scares the slowpokes into paying fast. 7 days after you send your first non paying buyer notice, ebay automatically closes the case and you get your refund. Open a unpaid item case after 4 days, its the most reasonable thing to do, give the buyer a chance, 2 days is not enough time.
