On your Sellers Hub page there is a section called "Shortcuts" and on list is "Block Bidders".
Once you click there it brings to page that will show "Manage Blocked Buyers List". It will guide you on that page but you just have to enter the user name and click submit. This is done from the desktop version, I don't know if it can be done from the app. Also on that page is an option "Don't allow blocked buyers to contact me" - this can be handy also!!
