I have to send an international invoice to an italian buyer and it's not working. I got the message that : invoices can't be sent for Ebay international shipping orders. I tried to speak with the Ebay staf and incredible they are not able to give me a solution.  Also some buyers sent me screen captures in wich my shipping charges are 10 times more high than in my listings.  Are anyone able to help me with this

The eIS shipping charge your buyer sees would include your shipping charge (to Mississauga), the eIS shipping charges including possibly customs brokerage fees, shipping to Italy, and Italian VAT and duty. 

EBay sends it. 

There is no need for you to do so. 

Then the buyer pays, you ship to Mississauga, and your responsibility for delivery ends. There are some other seller protections in there. 

The Universal Postal Union has started cracking down on goods sent by Letter rates. Domestically it's fine, but not internationally. Customs information must be declared. 

And duties, tariffs, and taxes paid by the buyer.

One of the little flaws with an eIS transaction is ebay sends an invoice automatically. There are times when a buyer and a seller would be able to negotiate and amend the shipping in advance of the invoice being sent. Unfortunately eBay's only work around for this is if the seller customizes the shipping IN ADVANCE of payment. Especially critical when buyer purchases multiple items or the preference would be to use an alternate shipping method (Exp lite/expedited vs the default letter service used on many low value items shipped WITHIN Canada). This is why accurate measurements are critical when a listing is created.

EBay sends an invoice automatically on ALL sales doesn't it? I have rarely had a customer ask for an invoice and the only time I did it was a scamming effort.

Understood that they (ebay) automatically sends an invoice. Just no guarantees the amount quoted will be accurate for combined shipping if ebay sends it. I get requests from buyers for speedier shipping or creative pkging to reduce shipping charges all the time. I have no problems sending those invoices and working with buyers. It's customer service. Something I strive for. eBay in haste to set up eis did not consider that Canadian sellers use letter as default for domestic which becomes the defacto shipping service when a eIS transaction happens. (In the USA majority of sellers use a tracked service as standard practice for their domestic shipping).

(If a Cdn seller uses letter service to ship to the hub they have little in the way of protection because it is untracked.)

Another situation where a revised invoice would be required (lately eBay's invoice is almost never accurate) happens when a buyer purchases multiple units. Unsure if ebay has factored this dilemma into the equation.
