international invoices

I have to send an international invoice to an italian buyer and it's not working. I got the message that : invoices can't be sent for Ebay international shipping orders. I tried to speak with the Ebay staf and incredible they are not able to give me a solution.  Also some buyers sent me screen captures in wich my shipping charges are 10 times more high than in my listings.  Are anyone able to help me with this

(If a Cdn seller uses letter service to ship to the hub they have little in the way of protection because it is untracked.)

I have sent off my first eIS shipment with domestic Lettermail shipping to Mississauga. 
It was a low value item and I have all my fingers and toes crossed.

I may be wrong here but with eis in the USA tracked "was/is" is a requirement. They just didn't factor in the default for Canadian sellers selling domestically that letter. To make it be tracked(eis) would need some kind of programming.

EBay (devon?) said that it was acceptable, but not recommended.
