I was told from the seller that the payment was not yet received from paypal.I checked and the seller as received it.He doesn't seem to want to ship the article that i paid for.What can i do?
Hi .. if payment is complete in PayPal than seller has received.
With newer sellers, PP can hold payment for 21 days and sometimes seller does not understand that they must ship regardless.

Seller must ship or refund the payment. If not , open a not received dispute in the resolution center of your PP account and escalate to a claim.
If refunded without a justifiable explanation, can leave appropriate feedback and low DSRs. Low dsrs 1,2 can hurt a seller's ability to list items and thus should not be cavalier about customer service.
