if a buyer is from for example kuwait, KSA, macedonia morocco, they can paid the bill when they buy.

is there a solution to this.

On dotCOM there is an option to Exclude Locations under Shipping .

I don't see it on dotCA either, but once I had it set on my dotCOM listings, it seems to transfer over to the dotCA listings.

I use a lot of templates.

So I guess we have to make a template on dotCOM, and a similar one on dotCA and the Block will transfer over?

That being said, I list almost everything that can be shipped at a Flat Rate without the crazy variations in price we get with Parcel rates, on dotCOM.  Looks like you do to.

Legally we are supposed to send everything going internationally with customs forms. But many *cough* use untracked Lettermail for low value/low bulk shipments, like stamps. Then we use Cookie Jar Insurance , which is just adding a small premium, less than a dime, to every asking price as a sort of self-insurance premium against "loss" in transit. If you are seeing this problem more than one percent of sales, you are above the reported industry average.
