if a buyer is from for example kuwait, KSA, macedonia morocco, they can paid the bill when they buy.
is there a solution to this.
i see seller on ebay.com who have these exclusion solved

eBay excludes some shipping locations to all seller's listings and the shipping exclusions that I see are on your listings are all automatically added by eBay.. I do not know why the exclusions are different on .ca than they are on .com but it has been like that for a while. I suspect that sometimes a country gets put on there and it is forgotten about. Since ebay.ca does exclude the countries you mentioned on .ca listings there is no way for you to change that other than doing the listing on .com.
Is it possible for eBay to look at the shipping exclusions that they automatically have on eBay.ca listings as some of those exclusions do not seem to make sense, especially since those same countries ARE not included on .com seller's listings. The only two countries in common on the two lists are the Russian Federation and Ukraine. As far as I can tell the other countries on the .ca list do not have trade sanctions with Canada.

Go to Account / Shipping Preferences to edit your excluded countries list. Any countries excluded using this setting will be excluded in ALL active and future listings.
This is a "Global" setting that is applied everywhere across ebay.
To over-ride the "Global" exclusion list for a single listing use the exclusion setting located directly within the listing form. Revising the list there applies only to that listing.
On dotCOM there is an option to Exclude Locations under Shipping .
I don't see it on dotCA either, but once I had it set on my dotCOM listings, it seems to transfer over to the dotCA listings.
I use a lot of templates.
So I guess we have to make a template on dotCOM, and a similar one on dotCA and the Block will transfer over?

That being said, I list almost everything that can be shipped at a Flat Rate without the crazy variations in price we get with Parcel rates, on dotCOM. Looks like you do to.
Buyers from Kuwait cannot place a bid or BIN in my store.Some buyers managed to open mail adresses in USA,that way they can get whatever they want.No other way around.
