eBay excludes some shipping locations to all seller's listings and the shipping exclusions that I see are on your listings are all automatically added by eBay.. I do not know why the exclusions are different on .ca than they are on .com but it has been like that for a while. I suspect that sometimes a country gets put on there and it is forgotten about.  Since ebay.ca does exclude the countries you mentioned on .ca listings there is no way for you to change that other than doing the listing on .com.

Is it possible for eBay to look at the shipping exclusions that they automatically have on eBay.ca listings as some of those exclusions do not seem to make sense, especially since those same countries ARE not included on .com seller's listings.  The only two countries in common on the two lists are the Russian Federation and Ukraine. As far as I can tell the other countries on the .ca list do not have trade sanctions with Canada.

The shipping exclusions on .ca added on by ebay are:

Belarus, Kuwait, Macedonia, Morocco, Qatar, Russian Federation, Saudi Arabia, Ukraine

The shipping exclusions on .com added by eBay are:

Barbados, French Guiana, French Polynesia, Guadeloupe, Iraq, Libya, Martinique, New Caledonia, Reunion, Russian Federation, Ukraine, Venezuela
