Ask your customer for an address in the country he is registered it, since you cannot print a label for the address he has provided.

If he cannot do so, ask him for a Mutual Cancellation which will free both of you from the transaction without penalty.

Both he and you can leave feedback with an MC, so keep it polite.

I had a very similar problem where I could not create a shipping label do to his country being on the list so I refunded the customers money and decided to stop selling internationally,  It is just to much hassle, I get way more viewers when I include international the Ebays & Paypal shipping is way to confusing for a man like me.
