I'm having the same problem on taxes for silver. I sold a item buyer does not want to pay because of the taxes.plus he does not want to deal with trying to get a refund

Coins generally aren’t tax-free just because they’re silver. There’s often a purity factor involved.

My understanding is that the one of the few circumstances where a silver purchase is tax-free is if the item is listed in the “bullion” category. Commemorative coins aren’t necessarily tax-free in most jurisdictions, as far as I know.

You might want to do some Google searching for your buyer’s state or province’s sales tax regulations and exemptions. Many buyers don’t know them as well as one would think.

Use eBay International Shipping which charges all import fees to buyer before you even see their name and address.

Tell them to refuse the shipment and that you will process the refund when you get it back.

Let them know that return shipments are not a priority for any shipping service and this could take weeks. 

(I have a return that has not arrived since it was Refused in July)

EBay does not require you to refund anything on a Refused or Undeliverable item, but most sellers will refund the purchase price minus fees and shipping charges.

You have two choices.

Cancel at Buyer Request.

Do not Cancel allow 96 hours (four days) to pass and open an Unpaid Item Dispute.

 

In the former there is no blowback for either. Both can leave feedback. 

In the latter the Buyer gets a Strike for the UID. You have no blowback. The Buyer cannot leave feedback. 

 

If they don't pay, you don't ship.

Someone please correct me if I am in error on this, but If the silver is not certified 99.9% purity, I believe there are applicable taxes...
