I'm not sure if I understand you correctly, . . . What do you mean you are having trouble bringing up global delivery?
If you have bought an item from a seller using the Global Shipping Program you should be able to simply pay the total (item price + shipping fee + import charges) at the check-out.

There are many types of error message. Can you be more specific? You have obviously had no trouble buying items in the past. You are not required to pay shipping first for an item. What you pay at the check-out is the total price, - everything included at once.
Are you sure you bought an item from the ebay Canada site? If a seller only ships within the US and has taken his listings out of the GSP, you will not see them on ebay Canada but will if shopping from the American site. Doing the latter can cause you to buy an item which the seller does not wish to make available to you.
Did you purchase this using a hand-held device? That is very often the problem, because so much of this type of information is not visible on a mobile. If you can access a real computer, do so, and see if the item ships to Canada.
Or even just contact the seller and explain the problem. Be nice about it, -- if he does not want to sell to Canada, he will be annoyed that you somehow managed to buy his item.
If the seller is not willing to add on a shipping fee and send you an invoice enabling you to complete your payment, you will need to cancel the sale. Ask for a cancellation and then the minute you get a Request for Cancellation, -- click to Respond, then click to Agree, and that will put an end to it.
Or was it some other type of problem and error?
