Can seller opt to invoice with reduced int'l shipping cost than that specified in listing?

An item I wanted to purchase was listed with very high shipping cost to Canada. The U.S. seller agreed to reduce shipping to a mutually agreed amount, and ship USPS First Class, vs, Priority. (It's a very low-value printed matter item, and she says that she did not intentionally list with that high shipping fee..that it was automatically generated when she listed). However, once I purchased, the invoice Ebay sent me indicated that by making payment I was agreeing to not only purchase the item, but pay the listed shipping fees and proceed to ship via an Ebay-affiliated customs brokerage firm that would "import" the item to Canada. I advised the seller of this, and she therefore agreed to cancel the order. Ebay then sent me something asking if I agreed to the cancellation. I responded that I did. I then received communication from Ebay stating that the order was cancelled "at the buyer's request or because something was wrong with the buyer's address."  Will this cancellation appear in any part of my buyer's profile or as part of my feedback? And could she have just sent me her own revised invoice with the agreed lower shipping fee? She admits to being a novice, but was not willing to seek Ebay's guidance on this.

If not using the Global Shipping Program (GSP) -- then fairly easy to do, the seller just sends a revised invoice.

 

A lot more complicated if the seller has GSP selected for the item. As I understand it, GSP to Canada has to be turned off before the purchase is made for the seller to have direct shipping to Canada.

The communication from eBay was just a confirmation.  It will not appear anywhere, and does not have any implications for your future purchases on eBay.

 

It appears that the item was listed using the GSP.  There are ways for sellers to opt out of this program, but it must be done before a bid or purchase.  Once purchased, it cannot be changed.

Have the seller send you a Paypal invoice for the appropriate amounts.

Ask him to give the eBay transaction numbers in the text box as a description.

Pay the invoice.

The seller marks your item Paid on eBay and ships*.

You are covered by Paypal's Buyer Protection which is in some ways stronger than eBay's.

 

In future, if you are faced with this, discuss the situation with the seller BEFORE bidding. He can then decide whether or not he is willing to cooperate.

 

 

 

*The seller can ship USPS First Class International Parcel which includes Confirmation of Delivery. That is his primary Seller Protection and the main reason US sellers use the GSP.

But be aware, the reason the GSP is so expensive is that you are charged Canadian duty and Sales Taxes, plus a ~$5 service fee for the import. If your purchase is pulled and assessed by CBSA, you will be charged the same duty and Sales Taxes, plus a $9.95 service fee by Canada Post.
