The actual rates for a simple CD postage is about doubled. I think ebayers are being scammed. Buyers will not pay so hefty postage rates unless sellers drop their sale prices.

I'm not sure how it is a scam... To me, it sounds like a company trying to make money. These new services were not drawn out of thin air, there was lots of warning that these new services were going to become available with rough price outlines.
As for the portion about the 14% savings, CP is trying to say that through either the Venture One program or through Paypal shipping you would be able to save a certain percentage (not sure the exact amount off the top of my head) off of the regular cost. Maybe the wording confused you?
Canada Post has been expensive for years. And prices have gone up every January since the company opened. Nothing new

well, the last two or three items I shipped this year, to the USA and international, I had to purchase postage at the postal counter, using my venture card, in order to get a discount, and in any event, I could not get the same shipping service via paypal. So, there is still some gap in availability using PayPal. Further, lower priced postage have no 100-dollar coverage anymore, you got to purchase the higher shipping service if you want at least this minumum insurance. Additonally, CP's tracking system, both online and on mobile sucks and is completely antiquated and even FALSE. If you check your tracked item, all you get is that postage was purchased, nothing about it ever being received by the Post Office, and therefore payPal will not pay you for the loss of your item, because you never took it to the Post Office, according to the Tracker, and when you do submit your stamped proof that it was handed to the postal facility, Canada Post and PayPal says you have run out of time, sorry,!

When you went to the postal outlet to ship your US/International items I'm assuming you shipped by Small Packet Air/Surface. That service, purchased at the counter or on Paypal, does not have any sort of discount, nor tracking. At the counter, your proof of shipment is the copy of the CN22 declaration form you filled out. On Paypal, your proof of shipment is the number that you falsely label a "tracking number". That number is actually not a tracking number, but a proof of shipment number to prove to the buyer that you have shipped the item. You can not get tracking on any type of Small Packet service. While yes, the insurance has been removed, there are third party insurance companies you can purchase insurance from for your items. Normally the prices are ~$1.80
All parcel services that you are able to do at a Postal Outlet, you are able to do via Paypal shipping. Your Venture One Card provides you a 5% discount off of the counter rates, while Paypal shipping gives you 20% (I believe) off of some services, including US and International. Unless you are shipping something expensive or large, you are probably shipping via Small Packet which I had previously stated to not get a discount.

With all due respect to the book knowledge of the postal service you seem to have, I beg to differ. I have been purchasing postage and mailing out items for the past 40 years in canada, and no one at the Post Office tells me what you are now telling me. So, why am I paying for a service if the Post Office will not assure me delivery?? In other words, CP seems to say that it will take my 10 dollars for basic shipping and throw out my item in the back of the station; and so what do I do about that?? however if I want proof that CP actually delivered or attempted to deliver my item, I must pay much extra in postage and insurance!! I now know PayPal is dependant on CP's online tracking to verify that I actually shipped the item. But,CP's online tracking is for the birds, I have had at least 3 items shipped and yet the purchased amounts were reversed and credited back to the buyers because PayPal insisted I never delivered the items to the Post Office, according to the tracking system. Thank goodness that I obtained stamped acknowledgements ( which some postal outlets refused to give me, and others only after insisting and refusing to leave the postal outlet without those acknowledgements), so that One year latter, CP grudgingly settled one shipment, conveniently has forgotten another, and PayPal re-opened a third closed case after I got angry at this type of losing propositon.
