Actually, there was a discussion in Town Square this morning with Gary Briggs the "Country Manager" for eBay.ca and I brought up this very point. Here is his response:

We do still send out the PowerSeller welcome kits. We sometimes get them returned for improper addresses and, just to be sure, we send them out in batches -- every month or so.
If you haven't received it, two suggestions. First, make sure your preferences are set to allow you to receive "direct mail". Second, if you've done that, send an email to your PowerSeller rep and we'll check and then send you a kit. And thanks for being a PowerSeller!"
I pointed out to him that being a Bronze, I do not have a Powerseller Rep as they, I believe, are only available to Gold PS and up. His response:
"To your question about your PowerSeller kit, you can send an email through the PowerSeller hub, and your email goes to the top of the queue. Just indicate in the subject line that it regards your kit."
I was a little disappointed with the chat with Gary as his knowledge of the system didn't seem very up to date. For one thing, I haven't seen the setting for the "direct mail" option for quite a while. I looked for it this morning and still can't find it. Anybody here know if that setting still exists? The second thing was about the whole "Powerseller Rep" thing. Did he believe that all Powersellers have reps? Generally I didn't get the impression that he was up to date on the concerns of Powersellers.
Anyways, I guess the answer to your question is that if you haven't received your kit in over a month you should use the PS e-mail contact to request your kit. Apparently all of our addresses are invalid and our kits are being returned to eBay as undeliverable. 😐
