This is eBay CANADA. You are welcome to come here and ask questions and vent a little but I'm not sure how anyone here can fix this. Did you buy from a Canadian, is that the trouble?
Did you ask the seller if they would offer a combined rate to mail the 2 items at once? If the items are coming from Canada, depending what they weigh it can be really expensive depending on the service that was used. Did the seller provide a tracking number? Did you get 1 number or 2?
Tax is never charged by the seller unless you are buying an item from an American seller in the Global Shipping Program. If that's the case you should be complaining on the American ebay.COM boards. We here in Canada don't like the GSP either, not least because the program does not enable sellers to combine shipping like they usually do with USPS items.

If your sellers ships with tracking (as is his choice) and the items are coming from separate places (as in a drop shipper) they cannot combine shipping. It's important to clarify combined postage opportunities BEFORE PURCHASE. Afterwards, all you can do is ask to CANCEL ORDERS.
Best of luck to you in finding a satisfactory solution with your seller.

You bought two CDs from the same seller (not buyer, you are the buyer. Proofreading is your friend.)
You did not ask what combined shipping would be.
The seller did not combine shipping.
You mention USPS, which makes me think the seller may have been using the Global Shipping Program.
Sellers CANNOT combine shipping with this program, another fault of this badly conceived Seller Protection option.
International Air Mail shipping is fast and secure, but it is not cheap. You can see USPS rates here.
The $67 (NZ? US?) charge will be made up of the cost of shipping to New Zealand, NZ duty on CDs, NZ sales taxes, and a $5USD service charge from the GSP itself.
These would have been detailed before you clicked to pay for your CDs and shipping.
You could abandon the purchase at that point, without any action against you.
In future.
Do NOT shop eBay on a mobile device nor use Gallery View in Search.
These do not display the GSP warning "Customs services and international tracking provided" which would guide you away from such listings.
The Global Shipping Program is a Seller Protection program offered to US and UK sellers to encourage them to ship internationally by protecting them against unwarranted claims of late delivery and high foreign import charges.
It offers very little for the buyer and should be avoided for most low value purchases.
BTW-- Who is Helen Clark? Was she in The Almighty Johnsons? I loved that show.
