I have purchased twice on eBay and on both occasions there were issues with what I had ordered. On both occasions I was told illness was the reason. Has anyone else experienced this? Or are all the vendors I order from all old and in ill health? Just wondering.

It sounds like you're choosing incompetent sellers. I've had only one seller in over a decade of buying say they had health issues and they still sent the item.
If they were auctioned items, the sellers may feel they didn't get a high enough bid. They are not allowed to back out of a transaction but you can leave negative feedback and low DSR stars.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

I'd be suspicious, too.
If someone is sick, they often will have a family member close down all their listings, just in case.
In any case, you are not going to get the item, so ask for a refund and a mutual cancellation (this should happen in that order). You can leave appropriate feedback perhaps
NEUTRAL - Seller unable to complete sale due to illness.
