Since the 45 days Paypal Buyer Protection has expired, go to the credit card you actually paid with (PP is just the mediator) call the 1-800 number on the back of your card, and ask for a chargeback.
You can leave appropriate feedback for 60 days. The most effective feedback is calm and factual. 'Not 32GB. No refund on misdescribed goods." for example.
At the same time you can leave the much more important Detailed Seller Ratings. A normal transaction gets five stars because if a seller's DSRs drop below 4.3 his ability to sell is greatly restricted. The lowest Rating is ONE Star. No stars is a free pass.
Restrictions can included higher fees, restriction on number and value of listings, and removal from site.
