You purchased and paid for something two months ago.
You have not yet received it.
Both eBay and Paypal have strong Buyer Protection policies.
If less than 45 days have passed since your payment cleared:
Go to the Resolution Centre at the bottom of this page.
Open an Item Not Received Dispute.
If the seller cannot prove delivery of your purchase, you will be refunded.
If less than 60 days have passed since your purchase, you can leave feedback to warn others. The most effective feedback is calm and factual. "purchase 30/3/15 no delivery 27/5/15 no refund" for example.
If less than 180 days have passed since your Paypal payment cleared, go to PP's Resolution Centre and open an Item Not Received dispute.
If the seller cannot prove delivery of your purchase, you will be refunded.
Don't try to use PP if eBay has turned you down. It won't work.
