It's probably because they are in the U.S. The only buyers who would see the inflated G.S.P. rates are those buyers outside the U.S. who'd have to pay it! If you live in the U.S. and bought something from a U.S. seller who used G.S.P. you wouldn't see it because it wouldn't be used for shipping within the U.S., hence no reason to see it. On a sleazier side it's also a way for them to opt in sellers without their knowledge who normally wouldn't want anything to do with it otherwise.

Update: I just received my item and there were no surprise fees as promised by ebay/GSP , I paid maybe less than $10 extra but I got it within a week , the only thing that is left to do is to leave the seller a feedback .
His communication skills leave a lot to be desired , he was unprofessional & rude ,so I'm not going to leave any FB since I do not feel 100% positive FB is warranted.
