Canadian buyer and successful bidder on an item where seller indicates he will not ship to Canada. I have made several attempts over 4 days to contact seller to see if he will allow me to pay shipping. Willing to make whatever arrangements he likes. He has not replied. I do not want to make payment until I know I will get the item purchased. What are my options?

A casual seller who should have had you blocked . Ask permission prior to bidding as it causes unnecessary grief. If not prepared to ship.. cancelling , recovering ebay fees, relisting etc.
Can also report you as a malicious buyer.

The seller probably didn't know about blocking bidders outside their ships to area.
The seller may not want to ship to Canada especially if they had a prior Canadian transaction that didn't go well or they are just not comfortable with international selling yet.
If the seller sends you a tranaction cancellation, agree to it. It has no negative impact to your account. It's the only way the seller can get a credit for their fees.

If your bid was not blocked by their auction site, and did you receive a
confirmation that you won the item ? If you have won then the seller
should be getting in touch with you. One reason for a delay (not being
able to get an answer) could be that the seller must wrap the item - to get
the proper shipping weight - take it to the post office to find out what the
shipping is going to cost. Some sellers who "don't ship to Canada" just
don't have an automatic calculator for postage and have to go into the
post office to get it. Going to the post office may require a special trip
including the chance (off work) to do it within post office hours.
