Although this buyer shows good feedback they bid on my item and haven't paid or answered my emails. Any information would be appreciated.

If it's been longer than 4 days file an unpaid item claim.

I spoke with Ebay and they told me the purchaser had one other unpaid item in January 2013. Part of the problem is the purchaser actually lives in Thailand but the shipping address is in the USA under someone elses name...
What a drag this is.

Unpaid items happen. My policy is to send a polite note on Day Three and open an Unpaid Item Dispute on Day Four (96hour).
The bidder is either a slow payer who apologizes, pays and leaves positive feedback or disappears forever.
If there is no response from the bidder close the Dispute after four more days and move on.
The deadbeat gets a Strike that prevents her from bidding with thousands of sellers who have an automatic Block on deadbeats in their Seller Preferences. You should too.
About the US address for an overseas bidder. This is not uncommon and is not a problem. Many overseas buyers, especially Asian, use trans-shippers to buy items that are not available to international customers.
The seller ships to the US address (ONLY) and the shipper takes it from there.
What is a problem is a demand from a buyer that the item be shipped to an address that is NOT on the Paypal account. This includes addresses in North America. Sellers are only protected by PP if they ship to a PP authorized address. Don't be bullied about this. And of course, if you are shipping overseas, you are entitled to charge International shipping rates.

Wow! I think that would be a serious breach of privacy!
Strikes are not published. In fact the first Strike is not even actionable (that is you can't Block a bidder because he did not pay for one transaction). I think the idea is everyone makes a mistake from time to time.
And of course sometimes not paying is actually the best course of action in a seriously flawed transaction.
