How can I list an item in US $ on the Us site to maintain a price in US$ ?

 Since all activities are based in US$ how can I list an Item on the US site in US4 .When I list it on the Canadian site it is in CDN$ and then translated to US$ on the US site but is still listed in CDN$.Every time the exchange rate changes so does the price in US$. How can I maitain that US price??

You can, of course, list in the American ebay.com if you want to, but if you simply wish to sell in  US dollars that's easy:

Use the Advanced form for  Sell Your Item.  (The short version only has Canadian $$).

Under the Category options you should see the currency choices.  . . .  For now, at least, there is a choice.
