How do I refund and get fees back if item paid but not sent?

I just sold a radio. The buyer thinks the radio is working but in this case he will have to supply his own tubes as I am only provided display tubes.

I looked at my description and I could have been more clear. I emailed him and he is considering what to do.

So how do I get my fees back? If I just refund him I will be out about $22.00. Does a dispute have to be started - there really is no dispute.

If he wants a refund how do I do it and get my fees back if item is not sent?

Mutual cancellation through the resolution centre.

It's a "dispute" but it's one that does not count against either buyer or seller. Don't get hung up on the word "dispute". Refund first then do the mutual.

The actual refund should be done from the PayPal Payment Details page, you get your PayPal fees refunded except for the 30 cent transaction fee.
