How to report seller for not refunding my money

I'm extremely ticked off, so I'm going to try to be as calm as I can.

On Feb 05, I ordered a mouse from a seller in HK. A few days later I get an email saying it's shipped and I also get a message from the seller telling me that it might take a while before it arrives due to the post office being closed for some whatever holiday. So I waited.
April. My item arrived in April. I plugged the mouse in and everything was good, except that when I went to go register my mouse with Razer, it said that it was already registered. Not being happy with that I requested a refund. 2 weeks later I get a reply saying it's okay to return it. So, that's what I do. Paying an extra $10 for shipping.
Being in China, I figured it might take a while for it return as they usually do coming from China. So I waited.. Early May came, I asked him if he's received it yet, he said no and that If I still have it, I can keep it and he can refund me 5$. I paid $20 for the thing plus shipping and tax, and another 10 just to return it.. No way was I getting back a 5. So I declined and requested a full refund. He said okay and told me to send it. I told him I did. He told me to wait then till It's gone back. Let me just clarify that yes, I have opened a return request and he did accept, and he did close it later.
Mid May, I send him a message, nothing..
Late May, I message him. Nothing.
June! Nothing.
60 days have passed.. Can't request a refund from Ebay PayPal, AND I can't even leave a negative feedback, like that matters now..
I sent Ebay an email a week back about this. No reply.
So, my question is, is there any way I can report this guy?
And if anyone knows what I can do right now, that'd be appreciated.

I'm sorry to hear things did not go as they should have with this transaction. 

 

My question to you is: Did you send the item back with tracking? If not, you are utterly and completely out of luck. This is the risk with any international purchase; if you need to return your item, the cost of doing so is prohibitive. In fact, this is something that unscrupulous overseas sellers count on. 

 

As painful and unjust as this is, the value in this experience is that you are $30 out of pocket and not $300 as is sometimes the case with deals that are too-good-to-be-true from China. 

 

I don't blame you for being upset. Perhaps you could call ebay and see if they might soften the blow by having a closer look at the seller in  question.

Oh, and as far as a seller's feedback is concerned:

 

My rule as a buyer is to be extremely wary of anyone who is selling with less than about 99.8 per cent. If a seller from overseas is getting 200 negatives and 150 neutrals per month, that does NOT bode well for me as a buyer. While it might be true that they're still satisfying 15000 customers per month, it does me no good if I've got a problem with my transaction. What I mean is that it's no skin off their back if I am unhappy because I am merely one of 15000 whereas for me, it might be the only thing I've bought all month and likely to be upsetting to me that it totally stank.

I always check the rating and how well their feedback rates are. He has no negatives whatsoever. I would have been the first if it wasn't for the 60 day period.

Guess I'm just going to have to live with it and move on..

Since you are past the eBay deadline of 45 days and the Paypal deadline of 180 days , you could try going to the credit card you really paid with.

Call the 1-800 number on the back and ask about a chargeback.

 

Cards often have longer deadlines than eBay/PP. Some require only proof of mailing not proof of delivery.

Have all your transaction details handy for the clerk, but remember she isn't interesting in an editorial. Stick to the facts.

If you filed a return request through paypal because the item wasn't as described I'm not sure if you would be able to open a claim through Paypal but it is still within the 180 days. BUT, as mj mentioned, Paypal does require proof that the seller received the item back so i doubt that they can or will help you.

I hope the original poster will still try though. If a caller is polite but perseveres, paypal will sometimes throw a bone. The key is to CALL them. In the past (and it has been awhile) I found their Dispute Resolution process to be very, very frustrating. It helps to talk to a live, breathing person.

Should not have been so picky with registering the item. What good would that do to register it anyways? You had bought it from china  on ebay so there would never have been any warranty anyways. Now the seller has the item back and can resell it and you can not do anything about it.

 

With most of your ebay buys being from shady countries it is only a matter of time before you get burned again.

 

In this case you have shot yourself in the foot.

It would depend on what 'register' means, in this context.

It is my understanding that PP does not accept 'Registration' as an acceptable proof of delivery.

But they do accept bar coded, Confirmed Delivery services such as Priority Post, Expedited Parcel, ExpressPost, etc.

 

Because all of these services are very expensive, it is best to buy cheap Chinese items understanding that most may have to be tossed immediately when they turn out to be junk.

 

While it is true that China is the choice of many Western brands for cheap labour in manufacturing, those brands also have strong quality standards and do not accept poorly made items for sale under their names.

The cheap items are counterfeits, copies or seconds, made with fake labels and so badly made they can actually be dangerous. The stories about melamine in baby formula, lead in painted toys, exploding batteries and 8 bit thumbdrives sold as 32 gigabytes are legion.

 

You get what you pay for.

Being a technodolt, I think I'm missing something here.

There are mice on all of my computers.

I've never registered any of them.

Why even bother? The mouse works according to the OP.

Software updates etc. Warranty.... and also to ensure you're not being sold something as new when it's been well-used or even stolen. Lots of people register their hardware and software. I'm not one of them necessarily but it's recommended by the manufacturer.
