I have a buyer for a item that has not paided in over 8 days this buyer however has been doing business on ebay since early 2006

Buyer has 100 feedback since 2006 but has not payed or respond to two emails the other issue is that i cant open a non payment case because orginally i had automatic non payment cases opened on my behalf and the earliest ebay will allow me to open one because of this is february 17 2013 when the item was sold on january 16,2013 over a month to wait for payment from a seller i no longer wish to do business with and to top it all off ebay will not allow me to add negative feedback on the transaction feedback page for the item can someone please help??

You can open an Unpaid Item Case after 4 days (96 hours). Try again.

In addition you can go to your Seller Preferences and put an automatick Block against bidders with Unpaid Item Strikes. You can also Block bidders who do not have active Paypal accounts. (If you are using Fixed Price listings there is a further Block available that requires Immediate Payment or the sale is not complete.)

Four days after a sale, you can and should file an unpaid item dispute and then close it 4 days later if you still haven't been paid. You can and should add any non payer to your blocked bidders list before or after filing the unpaid item dispute. You should also set your buyer requirements in My Ebay to block bidders with 2 or more unpaid item strikes in the past 12 months.
