have been contacting her via email but to this day Jan-6-2014 haven't received the item.!. She says she has sent it,&doesn't understand what happened! Now it's been more than 45 days & cannot retrieve a refund! I also cannot give feedback b/c it's been too long. How do I make a complaint to ebay? After multipel emails where each time she was asking me to be patient & wait b/c it sometimes it takes a long time!!!!

dont ever let someone put you off so you cant file a claim,you have to file within 45 days,not much you can do now.

While it is too late to file a claim with PayPal, you could still request a charge back from your credit card issuer if you paid your purchase with your credit card through PayPal. Call the toll free number shown on your credit card monthly statement.
You have 60 days from the time of the transaction to post feedback on eBay.
