Dear eBay Co.
I am sending to you a complaint I sent to seller
Problem: No User Manual found in a box, carbon film roll been in use;
To seller: Re: Purchase of Fax Machine Sharp UX-P115, Serial No. 57175679; User Manual not found in the box, carbon film on the roll been in use September 20th, 2014. Hi, I have received the fax machine Sharp UX-P115, which I ordered from eBay on June 18th, 2014; price in US $ 58.75 in a carton box. There was no User Manual inside the box. It’s a new product and on its purchase you are supposed to get a User Manual! While making copies on the fax machine I was surprized when the carbon film finished just after 8-10 copies. On inspecting the carbon film I found out that the roll was long time in use, probably from January 2010. May be longer, I don’t know… For example, I found printed marks on the film: - 6/26/2012 Fax to: From: , Equitable Life Insurance Co.; - 7/22/2013 Fax Urgent: Apria Healthcare From physician: , Senior Lead RT; - 25/02/2013 Transaction report: etc…. I understood that this carbon film was in use and not new. You responded to my request about a User Manual that you lost it. I need the Manual for the proper installation of the fax machine and fixing different problems connected with its work. I paid in full expenses connected with the purchase and shipping of the product by my Master Card in US $ 58.75. There is no doubt that on purchasing on-line you are fully protected from getting items that are not new or have parts that have been in use. My request now is about a physical copy of the User Manual. Please send me it by mail. Olena Nuzhna.

You do not buy from ebay, you buy from sellers using ebay to advertise.
This is not ebay, this is a board for ebay users to help others or ask for help.
It took me a couple of seconds to find a manual online that you can refer to or print out.

The carbon ribbon is an expendable item, you need to replace it when finished. Unless your seller said the roll was new I don't see that you have any complaint.

While you cannot at this point file a dispute with eBay or Paypal, which only give 45 days for complaints, you can go to the credit card you actually paid with (PP is just a mediator) and ask for a chargeback.
You will probably be required to ship the machine back with tracking to get your refund. This can be expensive.
You are too late to leave feedback. You only had 60 days for that but you can leave a Response to your own or the seller's feedback indefinitely.
But slow down.
While it sounds as if you were sold a refurbished machine as new, the ink running out is normal. I've recently been shopping for an office grade printer and the main criterion was not price of the unit or features but the cost of the ink. Printers (and likely faxes) are just a medium for selling ink.
You may be able to find replacement ink for your machine at a good price here on eBay. Watch out for shipping costs though. And buy in North America, even if the item is actually made overseas.
